A Poor Means Test? Econometric Targeting in Africa
نویسندگان
چکیده
Proxy-means tests (PMTs) are a popular method of poverty targeting with imperfect information. In a now widely-used version, a regression for log consumption calibrates a PMT score based on chosen covariates, which is then implemented for targeting out-of-sample. The performance of various proxy-means testing methods is assessed using data for nine African countries. Standard PMTs help filter out the nonpoor, but exclude many poor people, thus diminishing the impact on poverty. Some methods perform better, with a poverty-quantile method dominating in most cases. Even so, either a basic-income scheme or transfers using a simple demographic scorecard are found to do as well, or almost as well, in reducing poverty. However, even with a budget sufficient to eliminate poverty with full information, none of these targeting methods brings the poverty rate below about three-quarters of its initial value. The prevailing methods are particularly deficient in reaching the poorest.

Proxy Means Tests for Targeting Subsidies Scheme in Iran
In this paper I develop a Proxy Means Tests (PMT) model and examine several targeting lines based on 2008 household survey data to identify beneficiaries for a targeting subsidy scheme in Iran. Based on the findings of this study, setting a cut-off percentile of 40% is expected to provide compensation for almost 70 percent of the poorest households. This will result in the highest accuracy main...
متن کاملA New Econometric Method for Estimating Disease Prevalence: An Application to Multi-Drug Resistant Tuberculosis
Introduction Accurate information on disease prevalence is needed to target limited health resources in order to maximize overall population health. Applying rigorous econometric methods to routinely collected data can produce accurate estimates of disease prevalence and under-detection rates at a fraction of the cost of alternatives such as prevalence surveys or universal diagnostic testing. This paper investigates the relationship between economic development and female labor force participation in the Middle East and North Africa (MENA). Using a panel data set of 20 countries in the region for the period of 1990-2012, I develop an econometric model that tests the U-shape hypothesis. This study builds upon previous literature examining the U-shape hypothesis in time series studies...
متن کاملThe Potential and Limitations of Self-Targeted Food Subsidies
Can self-selection of subsidized commodities be used as a mechanism to transfer income to the poor? Evidence from two self-targeting programs, one in South Africa and one in Tunisia, shows that although self-targeting can clearly improve the distribution of food subsidies to the poorest members of society, its power to alleviate poverty and reduce income disparities is limited by preference pat...
